Rocks D. Xebec, born Davy D. Xebec, was the captain of the legendary Rocks Pirates.

Rocks was a man of extreme ambition who dreamed of becoming the "King of the World." His ambition and greed were unchecked and endless, often making him brutal and destructive, not caring who he attacked or the destruction or chaos caused as long as he could satisfy his personal desires. Despite his violent and selfish nature, he was consistent and honest about adhering to his desires, operating under his own personal code of honor and dignity. During his reign, he led his crew in spreading chaos and destruction across the seas. According to Whitebeard, Rocks was careless and easily distracted in most of his efforts, commonly losing sight of the tasks at hand and going off on his own, either out of sheer amusement or boredom. According to Rocks himself, he was not the type of person who would take "no" as an answer. Rocks often resorted to violence to get his own way and to ensure that, due to their fear, fewer people would refuse him. This extended even to children, as can be seen in his treatment of the young giant Loki. When Rocks and his subordinates first arrived on Elbaph, Rocks did not hesitate to violently injure Loki just to give Harald a reason to immediately return to Elbaph; even when Loki still wished to join Rocks' crew, Rocks refused to take Loki out to sea with him, not out of concern for the child's safety but because he didn't want to be bothered with a child on his ship. When Loki challenged him to a duel, he savagely defeated the boy and left a blade impaled into him. Despite his habit of turning to violence, Rocks was also capable of reasoning, as seen when he asked Harald to talk in private when the giant came to attack Rocks and his crew, despite his own crew's willingness to attack Harald. Rocks' lack of self-restraint in his ambition led him to believe that no one can rule the world forever. Capricious and anarchistic, he seemed to let the whims of fate direct his path, not caring to listen to orders or to make plans beyond his own desire to do as he liked. While reckless, he was also curious, and his curiosity led him to dabble in subjects that the World Government had deemed forbidden, even to the point of infiltrating Mary Geoise, learning of the existence of Imu, and confronting him in the Room of Flowers. Rocks D. Xebec, born Davy D. Xebec, was the captain of the legendary Rocks Pirates. Born on God Valley, he was a member of the Davy Family and the father of Marshall D. Teach, one of the current Four Emperors. His goal in life was to become King of the World, a title he believed was held by his ancestor, the legendary pirate Davy D. Jones.
